It differs from all other charts of its type in that it reflects reality, rather than theory.In order to determine the working relationship between any two persons in the County organization, simply pick a dot (any one will do, they are faceless bureaucrats anyway). Then pick a second dot, representing the second person. Observe. You will notice that each bureaucrat runs around in its own little circle, with only incidental and accidental contact with any other. Congratulations! You now understand how things work around here.A similar chart has been prepared for the Federal Government. It is the same in all respects except for its enormous size and the fact that the dots move at a pace undetectable to the human eye.
